Question on Kingdom Required Town Sizes

I have heard in game generally that all three (or more) townships used to create a Kingdom must be of City size minimum (with one being capital size). However, the Wiki states "Kingdoms must contain at least 1 capital, and at least two but not more than three additional townships of any size." Could any admin clarify on this - must at least three towns wanting to make a kingdom all be city size or greater, or can smaller town sizes be utilized?
