    Bug Can't place shop signs on shop region at spawn

    Recently there was a bug that stopped people from placing chests, saying "You don't have permissions to do that!". That was fixed and now you can place chests without error. My spawn shop (coords 645x 81y 2600z) has 2 floors, and while I can place chests and make shops at ease with no problem...
