Users do not count towards charter - they sign it, it works, but it says 7 more

So. Now that the last issue is fixed, managing to leave the last town, we cannot get a charter to work properly. It worked fine for the CC and it became a full town, and we asked others for help. We are doing it properly according to everyone, it is just bugging out.

Pretty much the issue is that when people type /charter sign TorchLight it says that they signed it, as they should. However, no matter how many people sign it the signatures do not count and we cannot create the town. We have 11 people sign the charter but it kept saying we needed 7 more people, so we deleted the charter to start over. We had 4 people sign it that were online but it will not go below saying we need 8 more members. We tried all signing it multiple times but it said we had already signed it, because we did, but it didn't count.

Signatures are not counting, tried making a new one, think thats about it. Hope to get this worked out as quick as the last issue =P @Kainzo

Also, if http is having issues that can't be resolved at the moment could we just have the town created like usual instead for now? The member list is:
