"Otaku (おたく/オタク?) is a Japanese term used to refer to people with obsessive interests, particularly (but not limited to) anime and manga."
By this definition, I could be considered an "Otaku" in other ways (My sword collecting, D&D, vidjamagames), but by this definition, anyone obsessed with Manga or Anime could be considered Otaku. Now, this isn't necessarily a bad thing unless you hold Otaku in a negative connotation, same as anyone who says "Nerd." The word is what you make of it.
