I have seen 2 towns that have said they are going under the omniscience project what does this mean?

KoE is looking to add citizens to several of its towns, and also to form at least one new town in the immediate future. My town, Skyforge, is accepting citizens, and I believe Silverwyn is as well.

You should replace your minecraft.jar in /home folder/library/Application Support/ minecraft/bin with the one I give you.
Then connect the Herocraft.zapto.org:1284
