Because police in Norway are unarmed and would get killed on duty in a country like the US.

I'm from England, UK and I've seen a lot of videos online of American Police acting out of conduct or beyond their powers. I don't think its fair to generalise all American police from these videos as it's not representative but I do only see American Police acting like that so it does make you wonder... :S I feel glad to live where I do
