I used the short guide on https://herocraftonline.com/wiki/Cauldron. I tested this with 2 different orders of placing each entity: first, I placed the log, cauldron, water, and fire as the guide instructed, then, I tried filling the cauldron before lighting the fire.
The lowest level recipes produce nothing, even with exact placement of ingredients.
If you would have to contact someone not part of the herocraft team to get an update that will get this working, please let me know.
Update: @Danda took a look at the problem for me and apparently it is only broken for some of the recipes, specifically the lower level ones.
