Suggestion To reduce lag.
Yeah I was gonna say that :p I think that with miners having UltraVision they don't place any torches, this just leads to huge grids of dark spaces for the mobs to spawn. So yeah, making them spawn only above a certain level makes sense.- FuzLogix

That does not answer his question, I'd also be interested in knowing the answer. On a side note: As far as I know, the region is only removed when the player hasn't got the funds to renew it when the time comes. Not "when you run out of money" -
